Five representatives of the financial services sector in Luxembourg have been named as members of working groups and specialist advisory committees of the European Securities and Markets Authority, or Esma. The new composition of the committees was made public on Friday and includes about 200 names.

Dirk Zetzsche

zDirk Zetzsche, a professor in financial law at the University of Luxembourg, has been named as a member of the Financial Innovation Standing Committee. This committee coordinates the approach to the regulatory and supervisory treatment of new or innovative financial activities and identifies risks to investor protection and financial stability.

François Baratte

bFrançois Baratte, senior industry affairs advisor at the Association of the Luxembourg Fund Industry, or Alfi, was named as a member of the Post-Trading Standing Committee, which works on post-trading market infrastructures or post-trading processes or operations, such as the clearing and settlement of transactions in financial instruments. The committee also develops technical standards and recommendations relating to various EU initiatives, including Emir, CSDR, SFD, Mifir and SFTR.

Sebastien Brinkmann

brinSebastien Brinkmann, ESG strategist at FE Fundinfo, part owned by the Luxembourg Stock Exchange, has become a member of Esma’s Coordination Network on Sustainability. This network seeks to promote the coordination of regulatory, supervisory and enforcement initiatives across securities regulators in the EU and across ESMA activities, in the field of sustainable finance. It also contributes to all ESMA’s work on sustainable finance matters, in particular in relation to incorporation of ESG factors in the investment advice and disclosure requirements.

Investment Management 

Clearstream CEO Philippe Seyll and Philip Hanssens, chief compliance officer at Fidelity International Luxembourg, were both named to the Investment Management Standing Committee, which works on issues relating to collective investment management, covering both harmonised and non-harmonised investment funds. This committee also develops technical standards and recommendations relating to Ucits and AIFMD.

Industry group Efama - European Fund and Asset Management Association - is represented at Esma through Federico Cupelli, senior regulatory policy advisor, in the Investment Management Standing Committee and by Bernard Delbecque as financial market participant in the Committee for Economic and Markets’ Analysis, which seeks to identify trends, potential risks and vulnerabilities in financial markets across borders and sectors.
